The Unity Council is a nonprofit organization devoted to improving the quality of life, economic and educational opportunity, and health and safety of low-income communities. We manage Head Start and Early Head Start programs in Oakland and Concord. In order to enroll contact your local center, the staff will tell you the documents you need to enroll.
